1948年，东北解放初期，战长河从部队转业到地方。他积极要求到北大荒去开荒种地，经上级领导同意，便带着通讯员小冬子和周清一起来到渺无人烟的北大荒，建立了第一个农场。在老战的动员下，一批城市待业工人和闲散劳力也到农场安家。但在播种时，老战与农场副场长、农学家赵松筠发生了争执。赵松筠认为刚开好的荒地一年后才能播种，老战则坚持即刻下种。老战作风严谨却有些古板，规定农场内不准跳舞、谈恋爱，引起青年人的不满。麦苗出土后又发生病情，使一些人的思想出现动摇。老战与赵松筠的矛盾也逐渐加剧。后经上级领导的帮助教育下，大家认识到错误，又重新鼓舞干劲，团结劳作。经历了种种困难，农场终于取得大收。许多年轻人也在这片改造好的沃土成家立业。老战又接受了新的拓荒任务，大家依依送别。临行时老战教育大家要将对这片土地的热爱之情一代一代继承发扬下去。
